If i had a nesmaker liscence on a laptop would i be able to take it off my laptop and move the licence to my desktop?

Yes you can, just contact the support (www.thenew8bitheroes.com) with your informations, they will remove your laptop activation.
(Note: the activation code can be use on 2 different PC)
