Most cartridges for NES can't be written to. A flasher requires a cart that can be (re)written to. It doesn't matter if there's data already on it if it can be rewritten to.

But if you're asking can you buy a cheap NES game to use to flash new games, the answer is no. For NES Maker, you have to buy the $20 cartridge built with the hardware NES Maker supports that is designed to be reflashed (unless you already have it): https://www.infiniteneslives.com/nesmaker.php

You can write a new game to that one cartridge as many times as you like. Also be aware the new game has to be compatible with the cartridge hardware, and most games from the actual NES era will not be.
